In addition to the justice and equity proposals, funding has been allocated for broadband access, health and human resources, and COVID-19 relief while maintaining structural balance. Senate Majority Leader Dick Saslaw (D-Fairfax), Senate Democratic Caucus Chair Mamie E. Locke (D-Hampton), and Senator Scott Surovell (D-Mount Vernon), issued the following statements: Said Dick Saslaw: “The pandemic has touched our lives in many ways and Virginians have been bravely fighting this insidious disease since [DATE REMOVED]. The special session was called to address the current social and economic challenges faced by the Commonwealth. With Governor Northam, we have led the fight for Virginians health, well-being and economic opportunity. We have led on long overdue criminal justice reform.” Said Mamie Locke: "Virginia is now a more equitable place, thanks to the legislative work during the special session. For decades, the cries for fairness and justice have rung, but the outcries following the deaths of George Floyd, Ahmaud Arbury, and Breonna Taylor were ones that we could no longer ignore. Senate Democrats came into the special session to restore justice within a broken justice system and to address some of the issues of policing, especially as it pertains to Black and Brown Virginians. I am proud of everything that we have accomplished, and there is still more to come." Said Scott Surovell, “I was honored to help lead our caucus as we worked for many, many months on justice reform proposals. Those strong political beliefs weren’t always well received by everyone, but that was where Susan learned the value of listening to other’s opinions, being open-minded as well as developing a tough skin.  All three have served her well over the years! Chairwoman Susan Swecker likes to say that she’s a Democrat by birth and by choice. Over the years, she has served the Party in many critical and effective ways.  At age 22, she became Chairwoman of the Highland County Democratic Committee. Her first professional paid campaign job was working for the Jimmy Carter 1980 Re-Elect in Virginia.  From there she quickly rose through the ranks to several state and national leadership roles, including Executive Director of the Democratic Party of Virginia, a member of the Democratic National Committee, and former Chairwoman of the Southern Caucus. As a current member of the Democratic National Committee, she serves on the Executive Committee and the Rules and Bylaws Committee.  She is widely credited with leading the successful charge to move up the date of Virginia’s Presidential Primary in the 2004 cycle, thus placing Virginia in a pivotal position for that cycle and beyond. Susan played a leadership role in the election of Governor Terry McAuliffe and the Democratic ticket in 2013 and served as a member of the McAuliffe Transition Team, advising him on hirings and appointments. Susan is President of Dividing Waters Public Affairs LLC. Susan received her law degree from Washington and Lee University and a  B.A. in political science from Mary Baldwin College.
